In Oracle ADF the weblogic.xml is automatically created.
In order to change the context-root element,
without editing the weblogic.xml after its creation,
simply select:
Project Properties > Java EE Application
There you can change the Java EE Web Context Root,
as well as the Java EE Web Application Name.
