You can execute the following statements in the given order in order to shrink the data taken by your tables:
alter table APPS.XXACCOUNT_BALANCES enable row movement;
alter table APPS.XXACCOUNT_BALANCES shrink space COMPACT;
alter table APPS.XXACCOUNT_BALANCES shrink space;
